Russia's 8 July cluster munition attack in Lyman, Ukraine, claiming 9 lives, could constitute a war crime says CMC member Human Rights Watch in a new report out today.

In July, the CMC issued a statement strongly condemning use of the banned weapon in Ukraine, and the decision by the United States to transfer cluster munitions to Ukraine forces.

The CMC urges Russia and Ukraine, as well as the United States, to join the Convention on Cluster Munitions as soon as possible to guarantee protection of civilians and respect for international humanitarian law.
