ICBL-CMC 2024 Investing in Action Program

The International Campaign to Ban Landmines and Cluster Munition Coalition (ICBL-CMC) has launched the Investing in Action Program (IiA) to support and encourage its members' national advocacy efforts. The program aims to advance the objectives of the 1997 Mine Ban Treaty (MBT) and the 2008 Convention on Cluster Munitions (CCM).

Through the IiA Program, the ICBL-CMC aims to achieve the following :

- Promote the universalization of the MBT and CCM, along with their underlying norms.

- Advocate for national implementation of the MBT, CCM, and their respective action plans (Oslo and Lausanne Action Plans).

- Reinforce the stigmatization of landmines and cluster munitions.

- Empower survivor groups at the national and local levels through capacity-building and peer-to-peer support initiatives.

- Improve the rate and quality of States Parties' annual transparency reporting under Article 7.


For this year, the campaign is funding 23 projects across 20 countries: Afghanistan, Argentina, Azerbaijan, Brazil, Cambodia, Colombia, Democratic Republic of the Congo (DRC), Ethiopia, Iraq, Mozambique, Myanmar, Nepal, Nigeria, Pakistan, Rwanda, Senegal, Turkey, Uganda and the USA, in addition to a regional project covering the Middle East and North Africa region.


As part of this program, the ICBL-CMC is also providing dedicated long-term support to campaign members in two priority countries: the Democratic Republic of the Congo and Uganda. In the DRC, the focus is on mine risk education, with sessions conducted in local schools and centers. In Uganda, the emphasis is on empowering survivors through peer-to-peer support and establishing regional survivors' groups.
