Cluster Munition Coalition concerned by reports of cluster munition use by Thailand
Geneva, 29 July 2025 - The Cluster Munition Coalition (CMC) is concerned by reports of cluster munition use by Thailand on the border between Thailand and Cambodia. We strongly urge both parties to refrain from the use of cluster munitions.
The statement made by the Royal Thai Army on Friday, confirmed Thailand’s use of cluster munitions and perpetuates the myth that cluster munitions can be trusted to only damage military targets and that they do not result in contamination. Cluster munitions leave behind dangerous submunitions. Evidence from around the world shows that when cluster munitions are used, civilians pay the price for years afterwards. In 2023, civilians accounted for 94% of the recorded cluster munition casualties.
The CMC calls for an independent investigation into this apparent use of cluster munitions. It recognizes that rumours and allegations cause anxiety and suffering to vulnerable people, especially those being displaced by the conflict. Fact based assessments done by neutral parties can help provide clarity now that there is a ceasefire.
Cluster munitions should never be used by any actor under any circumstances due to their indiscriminate nature and the long-term harm they cause. The ICBL-CMC welcomes the recent ceasefire and calls on Cambodia and Thailand accede to the Convention on Cluster Munitions, which comprehensively prohibits cluster munitions and requires clearance and victim assistance.
