Mine Ban Treaty Twenty-First Meeting of the States Parties

Overview

The Meeting of the States Parties (MSP) is the formal, diplomatic meeting of the 164 States that have accepted to be bound by the Convention on the Prohibition of the Use, Production, Stockpiling and Transfer of Anti-Personnel Mines and on Their Destruction.

The Twenty-First Meeting of the States Parties (21MSP), presided by H.E. Ambassador Thomas Göbel, Permanent Representative of Germany to the Conference on Disarmament, took place in Geneva from 20 to 24 November 2023.

The 21MSP was particularly significant as it was the last formal meeting prior to the Fifth Review Conference, which will take place in Siem Reap, Cambodia on 25-29 November 2024.

The ICBL-CMC actively participated in the 21MSP with a sizeable delegation, including campaign members, mine action youth fellows, Governance Board members and Geneva-based staff. During the high-level ceremonial opening, Ms. Nimaya Dahanayake, mine action fellow from the Sri Lankan Campaign to Ban Landmines, was invited to deliver remarks on behalf of the ICBL-CMC.

The ICBL-CMC used this meeting to highlight the latest challenges faced by the Treaty and areas that require immediate action from states in the lead up to the 5th Review Conference:

  • Recent extensive use of antipersonnel mines and the need for states to condemn all use by anyone under any circumstances;
  • All states still remaining outside the Treaty need to take immediate steps to join the Treaty by the 5th Review Conference;
  • All States Parties with key obligations under the Treaty, in particular land clearance and victim assistance, need to re-double their implementation efforts in order to become free of mines as soon as possible.

The ICBL-CMC Director also welcomed warmly Cambodia and H.E. Ly Thuch, first Vice President of the Cambodia Mine Action Authority, as the President of the 5th Review Conference.
