Advancing the Global Norm Against Cluster Munitions

At the 2025 Intersessional Meeting of the Convention on Cluster Munitions, the Cluster Munition Coalition (CMC) calls on States Parties to take urgent and principled action to defend and strengthen the norms of the Convention on Cluster Munitions.

The CMC urges States Parties to:

  • Deeply regret Lithuania’s decision and to call on Lithuania to rejoin the Convention without delay.
  • Renew their commitment to strongly condemn any use of cluster munitions by any actor, under any circumstances.
  • Reaffirm that cluster munitions are unreliable, indiscriminate weapons that cause unacceptable humanitarian harm, and that any perceived military utility is outweighed by the suffering they inflict.
  • Recall their legal obligation to promote universal adherence to the Convention and to discourage, by every possible means, the use, development, production, stockpiling, and transfer of cluster munitions.

The CMC also looks forward to hearing from all States Parties on their progress and challenges in implementing the Convention, and from Signatories and States not Parties on the steps they have taken or plan to take toward ratification or accession.
