13th Meeting of States Parties to the Convention on Cluster Munitions

An Opportunity to Recommitt to the Convention on Cluster Munitions and the Ban

The 13th Meeting of States Parties (13MSP) to the Convention on Cluster Munitions will take place from 16 to 19 September 2025 at the Palais des Nations in Geneva. This meeting represents a crucial opportunity for the international community to reaffirm its commitment to a world free from these indiscriminate weapons.

 

Convening at a pivotal time, the 13MSP is a chance to address unprecedented challenges to the convention's norms, including Lithuania's unprecedented withdrawal from the treaty and continued use by states not party. However, it also serves as a platform to celebrate progress, such as the recent accession of Vanuatu, and to strengthen the global stigma against cluster munitions.

 

The Cluster Munition Coalition (CMC) expects States Parties to use this meeting to:

  • Condemn all use of cluster munitions, by any actor, under any circumstances.
  • Express deep regret over Lithuania’s withdrawal and call for its return to the convention.
  • Renew energetic efforts towards universalization, urging the 12 remaining signatories to ratify and all other states to join the convention.
  • Reaffirm the obligation to promote the convention’s norms and discourage any actions prohibited by it.

 

On the sidelines of the MSP, Landmine and Cluster Munition Monitor will host a side event to present the major findings of the Cluster Munition Monitor 2025 report. The specific date, time, and venue for the briefing will be confirmed closer to the start of the MSP. The event will cover recent developments in use, production, trade, and stockpiling, as well as efforts in clearance, risk education, and victim assistance.
